Want to build a 2019 Navigator Can't find a dealer who will

I'm looking to build and purchase a Lincoln Navigator Reserve, Black exterior, black interior, tow package, revel sound, perfect position seats and cargo pkg.  Problem is I'm a veteran and have X plan purchasing.  No one wants to do the build.  What should I do?

They don’t want to order one or they don’t want to accept X plan?

They said they will accept the X plan but they don't have any allotments left.   

 

Which is kind of confusing since Lincoln told me allotments were for dealer inventory.  Not private sales builds.

Any help greatly appreciated.  I'm in Texas but willing to go out of state to get what I want.

See if you can convince one to try and order it as dealer stock

Allocation applies to all orders, retail (sold) or dealer stock unless Ford makes a special exception (which they have done in the past but only on a few vehicles).  Just call around to other dealers in the area and tell them you have X plan.  

What is your zip code and what exactly did you want to order (model, color, options)?
