That's the second time this year

 

Happened to a shipment of cars heading to Minnesota.

Someone working at the plant is helping facilitate this. It shouldn't be difficult to narrow it down to a small group of people and then put the pressure on them to give it up.

it's not necessarily an employee. The don't keep the cars locked at the holding yard, so it wouldn't take much for a small group of people at night to sneak in and swap spare tires for the pot ones.

Perhaps, but they would want to have control and visibility of the load while it transitions into the US. The cartels are very sophisticated, and they don't like to lose loads unnecessarily.

true, however all they would need is someone in the yard loading trains (who aren't Ford employeees btw, that's a different company) keeping track of things and making note of the rail car numbers.

The marijuana infused fusions might just be a payment or other means of a "heres yours, thanks for letting mine go on through" for some other chemical substance to meet the streets of north america. Law enforcement like to have their face on the front page when they "find" hidden dope. I'd be willing to bet theres nothing found that isnt meant to be found.
