What happens to a passenger Transit Connect once at port?

I am trying to wrap my head around why my vehicle is showing In transit, but has been in Maryland for a month. Neither the dealership nor Ford Customer service has been able to tell me anything new.

 

I am being told something about upfitting the vehicle, but I find that hard to believe. Although I did order a Titanium with most of the options, I still don't understand why the delay and why a 12' 4000lb item can be lost in the system.

Carl, I ordered mine back in Dec 2013, It was built in April 2014, and it sat on the port until July 2014, In May 2014 my dealer said it was being shipped and that it was coming soon, well May 17th came around and I still had no clue where my ORDERED transit connect was, So I started polling dealer inventory within a 100 mile radius fort IN STOCK Transit Connects, I found ONE similar to the one that I ordered, I instructed the dealership to go fetch it as I am not going to wait any longer, and tell the dealer that you will trade mine when it comes in! So the selling dealership that was 80 miles away was willing to give it up, as he was going to get mine if and when it arrived!
